No-one has to pay a fine if they are innocent!
There will be instructions on how to appeal the penalty on the "ticket".0 -
Did they give her a ticket there and then or did she somehow get it later?I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
-
So are they mistaken or did they lie?0

Could be a "Terminalogical inexactitude" as they say in Parliament.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

So it was a chicken or a duck that was the guilty party?? Please explain.0

Maybe it was a goose. They leave a helluva mess. Appeal on those grounds.0

don't know about the area your mum is in but my council will fine you if you are near poo if you cannot show that you have bags to bag and bin. you must have at least 2 per dog here.
OH was stopped when out with our dogs 2 Akita's and accused of not bagging and asked to show he had the minimum of 4 bags per the code that we were not aware of at the time, We each have a roll of bags that we keep in our walking jackets. OH couldn't take it seriously as the poo the said was one of our dogs was a tiny little thing obviously from a small dog like a yorky but they were for fining him for not bagging so he took a pic on his mobile and left the guy standing. never heard anything since.slowly going nuts at the world:T0 -

How delightfully naive.
First off, the OP's mother has to decide if she wants to gamble the £75 fixed penalty against a possible (but unlikely) £1000 court fine.... does she feel lucky?
If it does go to court it'll be one person's word against another. The court will compare the council person doing their job who has no reason to lie and the defendant who's trying to get out of a fine. Which one will they believe?
I suspect the best advice to dealing with council officials is that same as for any other criminal offence - say nothing [ignore this - it's wrong - see later in thread! -and in the case of someone without power of arrest, don't tell them your name.]0 -
Your advice is sound, however irrelevant to the OP.
From what we have been told, the ticket has been wrongly issued, and your cynical view of the magistrates court doesn't help.
An appeal aagainst the ticket was suggested. At least that was relevant pracxtical advice!0
