Is this a privately issued notice?

The notice below was issued a while ago and I appealed. I've heard nothing since.

Forumites are always saying that don't even bother appealing to private companies. However, if issued by councils, then these must be taken seriously.
My question, should I take this penalty notice seriously? I have another identical one and I'm wondering if I should bother replying.

Without seeing the reverse its not certain but the fact you have not heard anything since the start of June suggests its a private one. On the reverse it will likely give you all the threats to you if you don't pay up. Probably include lots of Mays and Likelys. If no mention of Magistrates court then ignore this and any further.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

The actual circumstance that I recieved the notice was as follows:
I own a motorbike and work for the railway.
I have a parking permit.
One morning I arrived at 6am to work, but the motorcycle bay was full. So I parked in the car park bay, until the motorcycle bay emptied out a little.
When I returned at 11am to move the motorbike the ticket had been issued.
I appealed last time around on the grounds that I am a railway employee and that I have a parking permit. I've heard nothing since.
I also since had a word with one of the parking attendants and he stated that if the motorcycle bay is full, then you have no choice but to park in the car park bay and that its ok to do so.0 -
So come on guys, should I bother appealing the second (identical) penalty notice?0

Looks like a fraud to me. Do the signs refer to railway byelaws?
The thing that strikes me is that there is no warning of what will happen if you don't pay. They should say it will be dealt with in the Magistrates Court.
It's very fishy indeed.
Nip on to pepipoo and ask someone there. They'll know the answer.
However, I strongly suspect that you should NOT appeal this notice, but should ignore it.
Why don't you ask your employers if APCOA have authority to quote railway byelaws?0 -
I've told my employers that I got a parking ticket. They felt it was unreasonable. However, they have no idea what would happen if I ignore the notice.
The strange thing is that when I appealed the notice a month ago, I've still not heard anything back. This might be because they just dont bother replying to appeal letters.0 -
Ask them if railway byelaws apply to parking on the land. It looks as though APCOA are acting fraudulently.
APCOA won't apply to appeal letters because there is no appeals process. They want your money. They are in business to make money. They would be stupid to decline yours.0 -
Well, I posted a thread up on pepipoo and the users there also suggested to simply ignore the notice. So, I guess thats what I shall do. Putting together an appeal letter is just so much hassle and a waste of time.0

Ignore it & ignore all the following letters from debt collectors (Roxburghe I believe) & the letters from the famous Graham White solicitors... all garbage.Always try to be at least half the person your dog thinks you are!0
