deactivated landline

hi guys,
I have just moved into a flat with a deactivated landline and wanted to get broadband and a phone in as soon as possible. I was going to join with talk talk for £17.74 a month but will have to pay £60 to connect my landline and because of this would loose the £24 cashback offered.
Could anyone suggest a way to get around this or a way to get a better deal. I tried phoning them up and saying i didnt have the £60 and the guy wouldnt give me any kind of reduction even after mentioning cashback.

BT would probably be the quickest for a reconnection and broadband.0

Bt will connect you for free on a 18 month contract, and you can pick any ISP you like.
Talk Talk will require you to sign a 2 year contract.0 -
