Downgrading BT Broadband...advice needed!

I recently moved home and took my BT Broadband Anywhere package with me; to my annoyance I had to take out a new contact, but that's another gripe.
I was told by the BT representative from the home move team that I would be able to achieve a maximum download speed of approximately 5Mbps. I obviously appreciate that in actuality you get nowhere near this, but it was the same maximum limit as I had at my old address, so wasn't too bothered.
Having now used BTs own speed checker, it turns out that my maximum download rate is (please don't laugh :P) 256Kbps!!!
I don't see the point of paying for BTs 'top whack' broadband package when I don't even get close to the maximum speed attained with their most basic package.
Because of the ridiculous downturn in speed I'm not downloading as much as I used to, so I want to downgrade my package from the full bells and whistles to the most basic one.
Does anyone know if this is (1) easy to do, (2) if they're going to charge me anything, and (3) if they DO charge me a fee, can they do this given that they're not supplying me what I'm actually paying for!

Hi Carl,
Sorry to hear the download speed you are getting is very low. If you want to PM your telephone number I can take a look at it to see if there is anything that can be done. As you have Broadband Anywhere you are unabel to downgrade the package. You would need to cancel the contract with BT. Cancellation charges would be applied depending on the remaing term you have left and also the minutes plan you have with BT Anywhere. You can call them directly on 0800 783 2326 for a quote on what your cancelltion charge would be.
