confused about sim cards and payg

I've always had a contract phone so have no clue about payg. I wanted to give an old phone to my mum and thought I could get a free sim card and she could use it as a payg. When I tried to fill in the online form to get the card it asked me for a telephone number. Surely the each new sim card comes with a new number or do you have to subscribe to a network and then apply for the sims? I'm confused! Can anyone explain this to me?
Thanks.
Thanks.

just pop into any mobile phone shop and ask for a sim only deal they should be able to help you.
if not go to one of the unofficial shops ( unloking e.t.c. ) and they should be able to give you a sim card!0 -
