The first year of driving for anyone at any age is considered especially high risk so you have 3 separate factors setting off the sirens every time he asks for a quote and we dont even know if you live in a high risk postcode or not, there is a website which would tell you I believe
Just passing your test 1 year before you actually use it is a big cost saver afaik
Best bet would be to be a named driver on a policy which would later give him this experience as NCB
Most companies dont do this, I think direct line would but not sure.
Specialist insurance may be worth considering or even an old fashioned insurance broker
Of the cars you mentioned, the Micra is the best but the KA may be the lowest to insure but as a consequence it may be more expensive second hand for this reason
An old 2CV would be about right imo
My big book of old cars tells me it would be insurance group 1 0
