can a number be transferred between 2 individulas through PAC system

PAC is mostly used by an individual to retain his/her number and move networks.
However, can individual A transfer his/her number to individual B?

I did this with my sisters PAC code as i got a better deal for her on my vodafone account

I gave a mate of mine one of my good numbers. Got a pac he used it no problem. 3 to T Mob.
