Car Insurance how long held licence question

MY step son has just passed his driving test. When applying for insurance the question how long have you held your licence is this the 3 years he has had his provisional licence or is it the 0 days he has had his full one (although I guess until he sends the forms off does he actually hold a full one?)

My son found that different companies have different rules. Aviva counted it from the date of his provisional, and he held insurance in his own name. As he passed his test 6 weeks later he was prepared to not drive until the anniversary of his test, until he found that this company credited the full year.
