Can you unlock a phone which has been blocked by the network?

if blocked/barred/reported stolen, then its highly illegal to unblock it (ie changing the IMEI).
if you have a phone locked to a network (eg voda) and want to use it on another network (eg 3UK), then its completely legal.0 -

Depends.. I once blocked a phone when I entered the wrong pin details. I just had to phone up my provider to get the PUK code.
If you want it unlocked to move to another provider, I'd suggest asking in your original providers shop to unblock it. Its more expensive than others, but at least you'll know they have the technology to do it, and the phone may still be covered by warranty (but read the T&Cs!)*insert witty comment here*0
