I've got a feeling they might not have had the docs for the car because they didn't ask you to sign the docs as new keeper before they sent them off.
The only way out that I can see is apply for one with the £25 cost and charge it back to the garage

Oh yes of course, i gave my old car to my son in law and he and hubby had to sign the form, i think your right0
