Dell latitude C600 problem

I cannot get this laptop to pwer up at all,it normally runs on mains only. Not sure what the problem is to be honest any advice is appreciated

They made me take out the hard drive,cd ,battery and one card and then powered it up,no lights whatsoever,initially you did get the green light flashing nowt else.

Expecting a call later with the cost,not gonna be worth it i have been informed.
There is a constnat green light on the power pack.
Battery has never worked since i had it.
Any ideas?
