2010 Flights

Last year at this time we booked accomodation in Greece and also booked flights. There was loads of choice on the flights even though it was for 11 months from then.
Looking today, there are very few flights showing to Rhodes in June 2010 and most of those are quite pricy.
Does anyone know what the policy is with flights? Do the big companies see what package holidays they sell then offer what seats are left to flight only buyers?
What is the best time to try to book flights these days? Is it well ahead or not?
We are going to a small island off Rhodes and need to get flights to tie in with ferry times so a decent choice of flights is desirable.
