I think there are not enough positions for everyone but getting a clear response is nigh on impossible. Union can't do anything.

Thanks to all that are replying, even if it doesn't solve things the advice is comforting and useful. I haven't told anyone outside work. Its too difficult and I'm so used to being able to talk to family, but struggling on this one!

I'm currently going through something similar, and our process has been in three stages:

    1. Closed pools - we've had this where groups of people have been doing similar jobs and the jobs have changed slightly and the number of them has changed. No one outside the pool can apply for them at this stage, as they are substantially similar to the jobs the people were doing previously
    2. Open selection for management grades - anyone can apply for these, whether or not they are currently on a management grade. Obviously no one is applying for anything on the grade below theirs! This process could not start until the closed pools had been completed to make sure that people in the pools who were unsuccessful had a chance to apply.
    3. Open selection for staff grades - anyone can apply for these, although if they really think management are going to apply for staff grades, they're probably being optimistic! Again, this process didn't start until after the closed pools AND management selection had been completed to make sure all unsuccessful applicants had a chance to apply for the final batch of jobs.

I think you are in a similar situation to many of my colleagues, who are excluded from the first one or two phases, purely because there are processes that people need to go through before the next stage can be completed. It's a toss up as to whether it is more stressful waiting for each stage to complete before you can apply in the final stage, or going through each stage and potentially being rejected three times

Try to take the positive approach and spend the time that others are spending on this round of applications thinking about which roles on the other pay bands you might be interested in and preparing your application form.

And talk to your family about it. It can be hard, I know. I told my family about it, and then told them that I didn't want to discuss it with them until I was ready, but they needed to bear in mind that it was a very stressful time for me and that I needed both space and TLC! I've had a lot of support from friends, colleagues and people on these forums... and I've got another month or so of the process to go...

Hopefully your manager is right that there will be enough roles to go round, and you'll find something that will use your skills and experience, that you enjoy, and possibly is on a better pay band. Good luck.
