Switching to Talk talk - misinformation

Hi all, I recently had a Talk Talk rep visit my house. Having been informed that Talk Talk had bought out Tiscali (my previous ISP) I decided that a switch / upgrade was a good idea and signed up. Although I wasn't keep on the £30 connection / set up fee, the Rep clinched it for me my claiming that I would be receiving one of the latest models of Netgear router and obviously this would offset the cost of the connection fee. He actually went on to say that if my current router worked fine then I could just Ebay the netgear router if I liked (he informed me they were going for about £45 on ebay) and therefor this negated the fee.
Fast forward 2 weeks to today and the arrival of my set up package, router etc and surprise surprise, no Netgear router. In fact I've recieved a router that has obviously been returned from another customer - half the security sticker stuck to the top of the router.
This has got me worrying about talk talk before I've even established a connection with them!
Has anyone else been misinformed about receiving a Netgear router? Having spoken to Talk Talk CS about it they denied that it was available with the package.
As with myself, for anyone with a resonable idea about broadband etc, I'd imagine a Netgear router in with the deal would be a clincher for a fair few people. Is it just an underhand sales tactic? Can they get away with that?
