If you read the terms of everything, you'll find you didn't pay for the glasses with your credit card.
You bought some e-money credits on your credit card from paypal. You then spent this e-money balance on glasses.
Because you paid in e-money, you don't get any Section 75.0 -

The Distance Selling Regs (2000) encompasses the SOGA..... Basically protects CNP transactions (Customer Not Present).
