I am 99% certain this cannot be done booking flights only.

A way round it MAY be to book via a travel agent. But i wouldn't hold your hopes.

Depends on the fare conditions - most cheap fares have to be paid up front. Some of the more expensive ones allow later payment.

Not much help in your case, but I've used BA Groups twice for groups of 12 and 18. They were great and allowed me to pay just a small deposit. with the balance just 6 weeks before departure. Names weren't needed until about a week before flying, so we were able to substitute a person who had to drop out with no penalty.
On the first flight, to the USA, we got a brilliant price over £100 less than the cheapest online fare, but on the second, to Rome, it was a few quid more than the online fare - but who's to say there'd have been enough seats at the lower price for the whole group?
