VM free upgrade refused!

Had 2 letters on paper about my free upgrade over the past 5 weeks. on 1st calling i was told, 'yes no problem, ive clicked the button, tll be 24hours when it starts' 3 days later still 2mg. calls again to be told its not in my area!! few days later call again with the knowledge one of my neighbours is on higher package. was told to wait til end of month to be sure the upgrade is my area. called again to be told 'we dont know why you upgrade hasnt gone through but we will call you back' never called back but expected that anyway. after receiving a 2nd letter to get my 'FREE UPGRADE' i called and asked retentions what the real problem was. im a £10 2mg connection with VM til september and asked if this was the reason and asked for a little honesty after so many different answers. he said it was because i was on the 2mg £10 deal, but i complained saying they offered it me in writing and they should hold to that or not make the offer in the 1st place. After saying to them if you cant supply it to me now without hassle im surely not stumping up £20 a month for a service that you arent supplying me or wont supply to me. eventually he said he would upgrade but i would have to cancel in the next 7 days so i could go back on the £10 2mg deal! the upgrade has started and next i will be cancelling as i cant see much different in my browsing or gaming speeds, not being a fan of downloading fromt he net i dont see its value to me at £20. so my query is, whats with the offer of free upgrade but then them refusing to do it? should i argue it and try n get my free upgrade til the end of my current 2mg deal? cheers n thanks.
