Waiting for refund

I cancelled Sky in March and had overpaid the subscription, I have been waiting for a refund ever since and just get messed around by Sky who really do seem to think they can take as long as they like to pay me and I just have to lump it. You can guarantee they would be moving quicker if I owed them, so I want to know who can I report them to, is there any authority they answer to or are they actually able to !!!! me about for as long as they want?
