    Strange it should be a problem getting a cheque book. (I had one with Girobank when I was 15.) Cheques can always bounce if there are insufficient funds.

    I could understand a bank not wanting to issue a cheque guarantee facility.

    Just a thought, but perhaps the banks are a little careful about giving a cheque book facility to some people because although, as you rightly state, the cheque will simply bounce if there are inadequate funds in the account, most banks charge a fee whenever they don't pay out a cheque and the fee could also push somebody into the red?
