Hi,
if a seller, for example, sells 2 tickets for £300, and Paypal/Ebay ask him to refund, and he only has £50 in his Paypal account, then I THINK he can just walk away from the account owing £250.
I dont think he can be forced to pay, unfortunately.

Paypal disputes can only be opened with 45 days (I think), so if past that time, there may be problems.

Not my problem at the point of sale, the seller assumes responsibility to send the tickets which we have paid for, If not received regardless of circumstances they are still in possession of our money without handing over goods so to speak, shouldn't have been so greedy and charged over the odds in the first place~!0 -
You cant "Force" People to pay, A Paypal account is very eay to walk away from.0

in our case the money is still held in paypal and has not been released as it was classed as a high risk purchase so would be released when proof they had been sent/received! So we should get it all back no problems!0

i hope you're correct as ive had people send me around £900 through paypal and the money has never been held in my account.....0 -

Well its quite common since they changed ebay, they hold larger amounts of money until there is either feedback or proof of receipt0 -

Not true. I got stung by a fraudulent buyer on eBay, who claimed a fraudulent refund which Paypal granted her and as I had no money in my account, they have now quadrupled the amount they want and are chasing me through collection agencies but they can go spin, quite frankly as I'm never paying it.0
