It is possible that the agent/Landlord showed you the S21 notice, got you to countersign it/initial it & then took it back. This may have happened when you signed the tenancy/paid the rent&deposit/got the keys... If so they could claim they have served S21 notice & can apply to the court for possession notice from the end of the fixed term.
A few points...
a) Someone advertising a property or indeed granting a new tenant a new tenancy to someone else doesn't take away any legitimate rights you have to remain.
b) If LL/agent think they have issues S21 take a look at ..

(I know you are familiar with this site as you have posted a very similar question there) where Lawcruncher points out S21 is only valid if issued after tenant takes up occupation. I would ask the agent/LL if they think they have issued a S21 notice & if so can you have a copy of it please.
c) To get you out (unless you agree to leave) LL will need to issue S21 (if not done already, see "b"), then apply to the court for possession, get order for possession then get bailiffs in remove you (iff necessary). You've realistically got at least 8 weeks from now, probably more (anyone else?).
d) Re harassment etc. 'tis ultimately for a court to decide if LL's actions are harassment (he may claim a valid reason - e.g. repairing a gutter). I would note dates, times & details just in case. Courts take a very dim view of LLs harassing and are likely to be helpful to any tenant any harassing LL is trying to get out.
e) Was the Ladder on the property (ie in "your" garden). Had the LL given you 24 hrs notice of wanting to visit? If not he was being, at least, dumb.
f) If you want to stay (I'm unclear on that) and don't want viewings or any other visits just write a letter/email, recorded-signed-for, stating you will accept no visits of any nature without your prior, written, agreement.
g) Talk to the agent.............. see what is going on............
