I think you may be up a gum tree on this one, as the 09xxx series is specifically designed to allow the caller to give a good wodge of his dosh to the receiver, normally as part of a value added service. Some (though not all) of the cheaper ISPs use it as a device to squeeze more out of you in order to make their internet offerings more attractive.
I think the majority also offer email support, though frequently the support says "give us a call on 09xxx..."0
