pcn for parking on white bay lines in council car park

Hi ya,
I've received a pcn by brochdale council today as i had parked more towards one side in a council car park as i was leaving enough room to open the back door and get my baby and the car seat out without struggling and having my car door hitting someone elses car. only that i had parked on the white lines and not over into the car space on the left hand side.
I had parked in a middle space -the one on my right hand side was vacant and had rails on on the drivers side so obviously to avoid hitting his door into the rails he would have had to park more towards my side.There was no car on the left space but he would have
When i came back the notice was there and had 23/6 written on it in pen and i don't know what that means.
i saw a parking attendant and told him thast there were no mother and baby spaces so i had to park like this but i was still in my bay in order to get the baby and car seat out, he said to take a picture and appeal against it and as there are no mother and baby spaces provided.
The car park was half empty and it's not as if i had taken 2 spaces either.

Thanks for your reply, I've posted pictures of the ticket and my car parked as you've suggested.
I really hope that someone can suggest something for me, also please can you guide me to where I can find guidelines for parking on lines in council car parks. If only they had wide mother and baby parking bays.

I recall seeing a post on peepipoo where someone in a 4x4 had straddled 2 bays as it was the only way he could open his doors. Appeals service agreed that a bay had to be wide enough to let you access the vehicle.0

What do the signs in the car park say? Do they say you must be parked in a bay, or that you must be parked wholly in a bay?
I'm pretty sure that Bolton Council lost an adjudication on this point a couple of years back, because their signs were not clear enough.

I took a picture of the sign and reading it it does say wholly but who reads the signs before parking their car???

Sorry to be unsympathetic.
Your pictures seem to be contradictory.
The first one http://i39.tinypic.com/23r4wox.jpg seems to show that you are parked just on the line and to fine you for that would be harsh.
But the next two - unless there is an optical illusion - appear to show you parked well over the line, thereby preventing anyone using the adjacent parking space. You also appear to be a bit further into the bay. I wonder if the first picture was taken at the same time or if it was posed later to produce a more favourable view?
Certainly, if the car park was only half full as you wrote, then this may not have convenienced anyone, but a slack period can turn into a busy period in less than an hour. I am sure I am not alone in having found badly parked cars taking up 2 spaces during busy periods with no available spaces left and wishing that there was a Parking Enforcement Officer around to fine them.
So - no sympathy from me and bet you will be more careful next time!0 -
thanks for your response Guy's Dad!!!! - obviously you don't have a car seat with a child to take in and out of your car on a daily basis!!!!! if you did then you would realise that that you need sufficent space in a car park bay to open the doors wide enough so firstly you don't scratch someone elses car and secondly to take the car seat out.
That picture relates to the back tyre.0 -
I'm afraid I would agree with Guys Dad on this - the first picture shows the rear tyre only partway onto the white line, whereas the second and third pictures suggest the tyre is completely over the white line. Could be shadow.
It's possible that, if you submit the photos as evidence, the Council will see the photos the same way as us two. What do others think?:heartpuls Mrs Marleyboy :heartpuls

I didn't realise that I put the first picture on i took it for a different reason so ignore it and I won't be submitting it to the council = even i'm not that petty.0
