    Go for a paypal chargeback on day 7, but don't warn the seller first. If that fails, ie if the seller has cleared his paypal acocunt then fall back onto your credit card for a claim.

    Also, once you get the money sorted out report him to ebay for false or missing contact details.

    He says Parcelforce delivered the parcel .He gave me their tracking number and it was signed for by 'my surname' (wont type it obviously) no Mr or Mrs. There is no copy of this signnature on their website. He catorgorically refuses to replace or refund. Says the insurance I paid covers for loss or damage and this is neither. It was not delivered to my house.. I have therefore put a claim in with Paypal. What does anyone think my chances are if Parcelforce says its been delivered

    Another thing, at the time they say it was delivered, nobody would have been there. Hubby at work, me picking grandkids up from school..

    According to paypal's own site parcelforce is an acceptable method of delivery and if it shows as delivered it is accepted as proof to stop a paypal claim;

    However, you will still have the chance to state your case and paypal may require the seller to prove beyond doubt that the package was delivered to the correct address.

    Can Parcelforce be asked to provide a copy of the signature. On the tracking site there is a button for 'Proof of delivery' but there is nothing under signature, just my surname in capitals under signed.

    If you report that fact to ebay they will kill his account straight away. False or missing contact details are something they act on very rapidly.

    I would do that after I got the current issue resolved though.

    Update.
    Paypal has found in his favour as he has tracking number etc. I am adamant that it was not delivered to my address. I wasnt there at the time stated. Is there anything more that I can do. Can I appeal the Paypal decision. Can I do a chargeback on my credit card ?

    The false telephone details are definitely a reportable offence and may be of help to you. I don't know if there is a process to appeal against Poopal.

    You might be able to do a credit card chargeback. Paypal won't like you doing it, but they've failed you on this occasion.

    By the way... it may be possible to get the tracking information for the item, and a copy of the signature... in fact I thought paypal insisted on seeing this? You might be able to prove it wasn't you that signed for it.

    Thanks, have emailed ParcelForce requesting a copy of the signature. Seems theres a backlog of messages from Easter, so reply may take up to 72 hrs. Have a good mind to report the seller for false contact details,. Am not usually a vindictive person but I have lost £21.00. Can understand that he says its been delivered as he has the tracking number, but he is not willing to listen to my side.
