Well I called the council earlier in the week and they said there was nothing they could do as it had valid tax and to call the police if it was causing an obstruction. It wasn't really so I felt a bit hesitant to do that as it felt a bit petty. By this time it had two flat tyres which made us think it couldn't be someone just parking there.
Finally got around to calling the police this evening and within less than an hour they had removed it. It had been stolen so wish we'd called them earlier.0 -

Glad you reported it to police, I would encourage people to report anything like this to the police even if it does seem petty as you just might solve a crime.
My car was stolen about three months ago and haven't heard anything, suspect crushed/burnt out somewhere but could be blocking somebody's garage for all I know.0 -

i think if its left there for 6months you can apply to dvla for log book in your name they strip it for saleable bits and the wiat for the scrap man to come round for the rest0
