Are laptop chargers suppossed to get hot?

My old laptop charger use to get hot (the box in the middle of the wire) but I broke the charger, I've just bought a new one but my laptop still won't charge, there is a green light on the end to say theres power but the charger doesn't get hot just wondering if this new one could be faulty. Remove the battery (clue-look in the manual to tell you how to do this). Normally you just release the catches underneath and it slides out. Then try it on mains to see if it functions normally. If it does, the odds are your battery is at fault.
The mains adaptor can easily be tested with a multimeter to see if it is outputting the correct voltage.
