Well for example you take out a loan and after a few months you stop paying so you cancel it, your bound by an agreement and so the company would be within its rights to reinstate it with the bank to ensure they get paid.

I can't really prove it but after working at Natwest for 2 years I did see in such circumstances the company reinstating the DD.

Well, if Natwest really allowed companies to reinstate DDs without customers authorisation, this was absolutely illegal:
Q Can money be collected from my/our account after I have cancelled a Direct Debit Instruction?
    A. No. The organisation would have to obtain your authority to reinstate a cancelled instruction.
Q How do I cancel a Direct Debit?
    A. If you need to cancel a Direct Debit, simply write to your bank or building society. It is also a good idea to send a copy to the organisation concerned. Your bank or building society can make the cancellation up to and including the due date, but try not to leave it until the last minute or you run the risk of a payment being made. Remember that cancelling the Direct Debit simply stops paying the organisation. If you carry on receiving the goods or service then you will have to organise an alternative payment method.
If you owe money to some company this doesn't mean that they have a right to take the money from your account without your authorisation.
