    Its enforcable.

    You committed to a contract when you joined the University, you will have most likely signed some forms that you probably didn't read.

    Its a fee they charge for *you* breaking your contract - which you commit to when you check out the books from the library.


    £10 is a small fine in honesty, I've known people will £50+ fines before.

    The reason you've been fined can be put down to additional administrative costs and to act as an incentive for you to return the book for other students to use.


    It *really* annoys me when someones loaned a book that I wish to use, I place an order request for when it comes back, they don't return it.
    They still don't return it.
    I have to find somewhere else with the book, hopefully.
    If I can't find the book, I cannot use it for my exam revision/coursework/research/references.


    Many universities do not enforce the fee collection, they don't tend to go hiring out baliffs and debt collectors as this leads to Poor Student Relations.
    Instead, you will find that 99% of Universities will STOP YOU GRADUATING if you have ANY outstanding debts to the University, such as tuition fee's or University accomodation fee's.
    No doubt, the contract you committed to when you joined the uni will have required you to accept this term or a similar term.

    Fun fact : the average student at Glasgow University racks up over £100 in library fines over a 4-year course.

    I'm finished my first year and have had to pay £1.80.
