Help with Neighbours Caravan

I thought that the Planning Dept. usually contacted the immediate neighbours to inform them an application had been received ?
its usual for goverment orgaisations to do alot of things but they never do
like people have mentioned speak to the council direct and see what they have to say0 -
90% of councils would not agree to a static caravan on someones drive,especially in a built up area.The council would usually put posters on lamposts or send letters to all the people in the street or road.0

Does the caravan still have its wheels attached? If so,its simply a caravan parked on a driveway isnt it therefore no planning permission required.0
