Yeah, if the tickets are in demand, ask him if he can get another ticket so that your partner can come too and ask if he knows anyone he can bring along. . You don't owe this guy an explanation. May make you a tad uncomfortable but you will survive (I promise!) This guy wouldn't be carrying on like this in his own country. Our culture must be a bit difficult for him to get his head round and he probably hasn't got a good understanding of boundaries yet and isn't too clear about what signals you're sending him.
