I have booked a ticket with KLM to amsterdam in july and have had to canel it.
I have been told that I am unable to change the name on the ticket beacuse it is a budget ticket.
Does anybody know if this is correct and whether theer is anyway in getting some money back.

Cheap tickets are generally "use it or lose it". You might be able to get the government taxes back but it probably isn't worth it & changing the name on a cheap ticket normally is expensive to discourage people from buying up cheap tickets and selling them on0

why you didn't ask this in the flights forum (look just above!), you might have got a better response.
You may, for a fee, be able to change the dates, but certain airlines are even stricter than that, and you can't do anything.
as alanrowell has said, you should be able to claim taxes back, but you did buy a non refundable ticket.
If you had paid somewhere in the region of £700-£1000 for your flight, then it would have been a full Y fare, and it would have been refundable
