Silent 0870 calls to my mobile

In the last 3-4 months I have started getting silent calls from 0870 numbers roughly once every couple of weeks. I haven't called these numbers back as I don't want to spend my money calling higher rate numbers. Does anyone have any idea what's going on here? Who are these people and what are they gaining from making these calls?

I would imagine it would be a call centre on a dialler machine. If you pick up the call before they are ready you will just get silence

On a related matter, be careful of calls to your mobile starting 070. The caller usually rings and lets the phone ring once and then hang up. I guess a machine is doing this. The idea is that you will see the 07 and think it is a mobile number. It is NOT a mobile number, but a personalised number which does not count towards your free minutes. I've never called the 070 number to see what happens. I would guess it is an answering machine or some other system which tries to keep you hanging on.
