Orange broadband - am i being ripped off?

I have had orange broadband for 2 years and have decided to cancel, only to be told that since january this year there is now a £25 cancellation fee. They said that they have emailed my orange account to tell me this and i had 30 days to make a complaint and if i did so i would not be charged but due to me never accessing my account as i have another email account i never knew and now have to pay the fine? Is this fair??? can they invent charges that you didnt agree to in your contract and make you pay them???
