Scam?
They sell a service that you agree to pay the price for. I usually buy sprits and wine in the Spanish airport stores where duty is paid for persons travelling within EU and the products there are usually real good value...

I find Spainish Marb's stronger and upset my stomach than the ones I buy in UK, Norway etc. so I tend to not buy tobaccy in Spain anymore.
