I would reply to the buyer and ask him to get the police involved, to report the theft, and get a crime number for you. You will then refund him and claim from the royal mail.
Something sounds fishy about this. It's blatantly obvious when an envelope has been opened, even if it's neatly cut open! I'm not convinced...
Why not phone his local sorting office, and say you're following up his enquiry to find out what's happening. He might not have even spoken to the postoffice. Ask for the name of the post person who delivered it.
In general, RM won't send out things that have been opened, and instead will put a sticker on saying it got damaged (if the contents gets lost).Should've = Should HAVE (not 'of')
