I'm assuming the other plug is the one between the router and your PC.
If you are only using wireless you don't need this connection so you can simply disconnect it.

If you no longer want to use the upstairs PC, you can simply move the wireless router downstairs, plug it into the phone socket and connect it to a mains supply, to continue to use your laptop over a wireless connection.

You don't need to worry about "where do i plug this other err, plug" as that would be the Ethernet cable from the router to the PC, no longer required.

I can't see how moving your router to the main socket would improve your MSN but it certainly won't make it any worse.

When you have moved the router, you could post the line stats. see here for expert opinion.

If you get your router in a good spot (not too far from computer, not through too many walls etc.. ) yes it should improve your msn and internet connection.

If using wireless connection that is. If you are using a wired connection ide be looking at settings if things are slow.

    Up Stream448 (Kbps.)
    Down Stream3232 (Kbps.)

It looks to me like your noise margin is 7db downstream which would indicate a noisy line or dodgy internal wiring.
Remove the faceplate from your master socket connect to the test socket and check your routerstats again.
