If you're connected to a mobile network abroad then data is chargeable, but I had a long weekend in France last year and the cost was pennies (though minimal use of e-mails and short session on internet IIRC).
Alternatively, if you're blackberry has wi-fi you may be able to connect to a free hotspot and use that for your data.0
