When do you receive water bills?

We moved into our place last and received our first water bill in April, for £45 from November 08 - April 09.
Other than the charges all the bill says at the bottom is 'We work out your average daily usage from April 1 2009 using the new rate of 113.13p per m3 for water and 55.76p per m3 for wastewater.'
We don't have a meter by the way.
There is no mention of when our next bill will be or anything. I've read stories on here of people getting unexpected bills of £2000+!
From what i've told you about our bill would anyone know how much we are likely to pay and how frequent the bill is? If it's a quaterly bill as it seems to be it works out around £8/9 per month, which is surely too cheap! Just can't get my head around this one...

Are you SURE you don't have a meter?
It will be in the footpath of the road, not in your house.
Water is either billed on rateable value (which often gives a very high bill) or metered usage. There are no alternatives (except in Scotland, where it is billed with Council Tax).
How old is your house? Meters became compulsory in all new properties built since 1991ish.
Your bill is VERY LOW, which suggests that the property may have been empty for a while in the previous 6 month billing period or was new?
Best thing to do is phone your water company. The quicker you sort it out, the quicker you will be paying the right bill.

Anything built in the last 20 years must have a meter;(there are a tiny amount of exceptions)
The average consumption for 2 people is 120 cubic metres per year.
With Standing charges your bill should be in the region of £240 if average.
Unless paying by Direct Debit you normally get a bill estimated for the whole year ahead in April to be paid in 2 installments. Apr/Oct
Your old bill will have been estimated and so you will probably owe some money.
You need to find your meter and read it.0
