Expecting you to wait a month or so would be reasonable - until next Jan. is not. You cannot possibly accept the new position without knowing salary, contract details ets. so if you don't hear anything in 10 working days from the verbal offer, write to HR & ask what the position is as you'd been expecting to hear from them. If the only advertised salary is the external one that is a reasonable expectation especially as you already know the ropes.
This way you both raise the issue and hopefully get a written response. Based on what they say you can then take it forward but agree that its important to act with quiet confidence and dignity - they offered you the job and readvertising is expensive and time consuming.
Good luck! Sometimes I really think working in the public sector sucks, but then I realise from a thread like this that the private sector is worse and has NO idea of equal ops or best practice.
