Motorola Motofone F3 help - call divert?

Hi there,
MIL (who is partially sighted) has a Motorola F3 which seems to be PAYG tied to Orange.
On calling her number, calls are being diverted straight to voicemail, despite the phone being switched on and showing a signal.
I am unable to find anything on the limited menus about setting up call diversion, nor anything on Motorola's website.
Does anybody have experience of this phone? Would the call diversion be set up through Orange rather than on the phone?
Any help gratefully received!
