02 certainly let you,i do it each year(18months) between my redemption deals then port back in. A few companies Vodaphone may be one,where you cannot stay at all.
Any company will offer you a good deal at the end of your period!

Yes you certainly can , simply phone up your customer service and tell them
if you want to stay on the same netowrk you on they'll do something called a "number migration" where they simply change the number to a payg chip of the same network
if you are moving to a different network then they will give you your pac code
It's very simple and you can
Also , may i suggest if you are moving to pay as you go to rather get a sim-only deal as you can cancel anytime (30 day contract) or buy bundles of payg (better minutes/texts for your phone)
I know vodafone do "freedom packs" on payg , not sure of other networks
