I think he is not really complaining as such they wont give it on the phone, but they wont take the request by telephone. But the reason they ask you to write in cause it make you do more of an effort = less likely to leave.0

I'd call o2 high level complaints as OFCOM say you only have to call, CPW represent o2 as a airtime reseller
It has been tried before and OFCOM simply refer you to CPW with who the OP took out the initial contract. In this case O2 are simply the airtime provider in exactly the same way that Voda provide airtime for Asda and O2 provide airtime for Tesco etc etc..
However, I do agree that the whole thing is a joke and totally geared to CPW either keeping your business or at worst extracting another months payment from you.0 -

Many places outsource invoicing and incoming mail to 3rd party companiies. You may not like it but if you don't follow their procedures you cannot get annoyed if they seem to be un helpful.0
