Log onto the 'Mailing Preference Service' and go from there - it's very easy. Its similar to the TPS for telephone nuisance calls.

My son bought his house from people like your previous owners - he was having their court orders and visits from the police etc, so he registered with MPS and stated that he only wanted mail addressed to him and his girlfriend, and then deleted the previous names from the Electoral register and the problem mail stopped. Any odd things that get through he just throws in the bin (this on the advise of the policeman that called).
