Can anyone help!?

I am with Yorkshire Water and our bills are proposterously high! There are only 2 of us in the flat and the readings are as follows:

01 Jan 2008 - 31 Mar 2008 - 14 cubic metres £35.06 (pretty normal)
01 Apr 2008 - 30 Jun 2008 - 63 cubic metres £165.89
01 Jul 2008 - 30 Sep 2008 - 46 cubic metres £125.60
01 Oct 2008 - 31 Dec 2008 - 41 cubic metres £113.76
01 Jan 2008 - 31 Mar 2008 - 68 cubic metres £179.11

We had a running toilet problem when we moved into the property in March and this was sorted out after about 2 months so doesn't account for the ridiculously high bills we've had since then. Yorkshire Water came out to check outside the property for leaks and said there are none. We've been paying £24 a month regardless but are obviously now left with a massive bill to pay and an estimated bill for next 12 months of £900!! The property is rented; is there anything I can do??!

    A couple of questions first.

Is the meter internal ? Do you know if the meter is mechanical or not ?
If it is external are you able to read it ?

Is the bill based on actual reads or est ?

Is the meter serial number on the bills the same as the meter supplying your property ?

Can you preform a flow test ?
First one, Turn off the stop tap to prevent any water entering your property and then check if the meter is still moving. If the meter is still turning make sure the stop tap is off and then contact the water company and advise them that the meter is moving with the tap off.

Second one is for if there is no movement in the meter from the first one>
Make sure everything that needs water in the house is off but leave the stop tap ON. is the meter moving ? If you are sure that nothing (washing machine, taps etc) is using water but the meter is recording then there could well be an internal leak. Check things like over flow pipe, Toilet, outside tap etc.

Hi I would just like to say there are just 2 of us and our metered water is between 12-17 a quarter so I think you have a problem, have you got the water board to inspect it? also have you got cover for loss of metered water on your home insurance? but I do agree with above turn everything off and see if the meter has stopped or not ,if not call the water board and tell them
