Earth bonding radiators

Hello, I hope somebody can help me because i'm nearly at my wits end.
I have just had central heating installed into my house, and i've also had it rewired.
My plumber won't sign off my installation or give me a Gas safety certificate because I haven't had every single radiator in my house earth bonded.
I didn't know this was a requirement so I spoke to my electrician who said that it wasn't necessary because he had bonded all the pipes going into my boiler, and also my stopcock.
I told my plumber this and he said that my electrician was wrong and the radiators (all) need to be bonded because he has used a mixture of plastic and copper pipe under the floor.
All the radiators in my house have copper pipes above the floor and I believe plastic (HEP20) under the floorboards as well as copper around the boiler.
I rang Corgi and Niecec and they agree with my electrician, but my plumber is having none of it and won't give me a certificate. Can anybody help me?

On the face of it, your plumber is wrong.
As far as I'm aware, only radiators which are in the more hazardous places (i.e. bathrooms) have to be bonded in standard metal pipe installations. In plastic pipe installations, bonding is not necessary as the metalwork (radiator) is deemed to be electrically isolated.
