It's not as simple as that.
You need to have a Linux operating system installed, such as Ubuntu.
Then you install Wine using a program such as Synaptic Package Manager.
Then you use Wine to try and run the exe. program by right-clicking on it and choosing the option 'Open with Wine Windows Emulator'.

I use Ubuntu but I can't install it because I electrocuted my computer. That also means I can't save anything to the computer; anything I download and want to keep I have to burn to a cd.

If you've electrocuted the computer but it still boots and runs off a live CD, then it would seem that the only thing that's gone is the HDD. Just replace that.Ubuntu is an ancient African word, meaning: 'I can't configure Debian'.0

The Hard Disk. If the system works off the ubuntu liveCD, then the rest of the system's fine. Do yourself a favour and buy an external hard disk, install ubuntu to it to free up the CD drive, and then download and burn the CD isofa reccomended in the other thread, to get the HDD working again. Then use the new, external HDD for backups. Sounds like you've had a very lucky escape indeed, if the MBR's the only thing that's gone, odds on that's not going to be then worst of it, though.Ubuntu is an ancient African word, meaning: 'I can't configure Debian'.0
