It's frustrating, I've also had a similar situation. These are the steps I took.

A week after they won my auction i still hadn't received payment. I could see that they had been on ebay during the previous 7 days. So sent winner an email giving them an ultimation (either pay or withdraw from purchase) and gave them a 3 or 4 day deadline to let me know.
    d.

Buyers can't withdraw from a sale, so i'm not quite sure what you would have done if buyer had emailed back and said they didn't want item and weren't going to pay?

Never give a buyer any hope that you will let them walk away. On day 7 (or whenever you feel is the correct time after day 7) just open a full NPB.

could you just email him and ask him if he still wants to buy it? Give hime the option of withdrawing without bad feeling if he's changed his mind or can no longer afford to pay?

This seems like the fairest option :D

You do take a chance on ebay that things will sell for less than you want to sell them for. I recently started 7 items at 99p because of the free listing. 2 of those items went for the 99p which was a bit gutting but the other items went a fair bit higher so it all balanced out. One of the items that sold for 99p was an electric steamer and the buyer only lived literally around the corner so she got a super bargain but good for her, she had the guts to wait right till the end to bid and it paid off.

thanks for the advice soolin. If they hadn't of paid I thought that I could then do a second chance offer for the prevouis highest bidder, that was my understanding of the second chance offer feature.

You always have the option of a second chance offer, however it doesn't cancel ot the first sale. So you would pay 2 lots of FVFs and original buyer still gets to leave you feedback.

You would be surprised at how many buyers claim they don't want something, only to turn round and pay and expect you to then ship their item, even if you have gone and sold it elsewhere.
