In this case though it will show that the banned person is the same person trying to trade again. The OP says that her son used 'her' account, therefore ebay will be quite right in thinking there is a good chance it is the same person.....
There is a chance they will relent if a long time has passed or if the OP phones and grovels a bit ,...

If my son undertook any sort of internet fraud using my details and got banned do you suppose I could get my ISP back by claiming it really wasn't me at all, i just paid the bills and took all the money?

In addition to restarting the router, anyone wanting to log into eBay to create a new account (if the computer has already been used for ebay) then you MUST clear out your flash cookies:

Ebay are very clever at tracking what accounts have been accessed from where and anyone wanting to create a new account when they have had "problems" in the past would do very well to read up on the subject before creating accounts that are tainted to start with.

ive restarted my router but when i check my IP address its comin up the same? i tried to reset it tooWins so far this year: Mum to be bath set, follow me Domino Dog, Vital baby feeding set, Spiderman goody bag, free pack of Kiplings cakes, £15 love to shop voucher, HTC Desire, Olive oil cooking spray, Original Source Strawberry Shower Gel, Garnier skin care hamper, Marc Jacobs fragrance.0

I htought my Virgin broadband IP address was static, I actually have a note of it and it doesn't matter what I do it always stays the same.

Ebay don't use names or addresses to track you, too easilly changed.
To get back on you need to change ip, email, bank details and you will need a different phone number to verify the account which must be a landline.
Also you will need to close your paypal account and again open up a new one using, differnt ip, email and bank details.
You will have cookies on your computer and these need to be erased also, ebay cookies can be hard to get off your computor, try using your internet security to do a scan and they should show up as a low risk problem, they wil be described as a "tracking cookie"0
