No - a friend simply transferred previous years' Cash ISAs to the Halifax ISA Direct Reward. This year's allowance is being subscribed to Principality's 5% Regular Saver ISA.0

If you are talking about the First Direct cash e-ISA then you can open an account to accept a transfer without adding any new money.
