I agree it is very cheeky however I would think about how much hassle it is going to cause and whether if the paypal fees would be more than £1? Although I totally agree they are out of order I would take into consideration having to send the PO back, relisting, chance of getting a negative etc etc.
For the sake of other sellers, I'm glad the OP has not taken this advice.
If one person lets them get away with it, then they will try it again - maybe for £1.50, or £2. A precendent must not be set so this person thinks they can get away with it each time. Who knows, but maybe this is not teh first time they have done it. maybe the previous seller let them get away with it as well.

Something similar happened to me once with a short payer who took ages to pay. They had outbid the second highest bidder by 7p. What I did was put them down as a non-paying bidder and then did a second-chance-offer on the listing. You are risking a negative, however.0

I wonder what ebay would make of it if you reported them under the bit in the rules about adding surcharges to payment methods?

They'd probably end up issuing you with a warning though, knowing how they firmly grasp the wrong end of the stick so often.This is my opinion.
